SMSgt. Joseph Higgins, retired. June 24, 1930 - May 22, 2015. Survived by his wife of sixty years, Barbara Higgins; daughter, Brenda Higgins. Distinguished career in the United States Air Force and in Civil Service for fifty years. He was formerly of Panama City, FL and was an avid fisherman.
